[edit] Charter and Constitution of the Celestial Entente
[edit] I – PREAMBLE
Article I. The Celestial Entente (herein referred to as “The Entente”) is an alliance open to all lunar colonists. It is the goal of The Entente to defend and develop its members to superiority in the world of Lunar Wars. All members of The Entente are expected to abide by this charter.
[edit] II – PREREQUISITES FOR MEMBERSHIP
Article I. The following prerequisites must be met in order to ensure General Membership and the ability to advance to other positions within The Entente.
Section 1. All applying colonies may not be part of another alliance at the time of their application to The Entente.
Section 2. All applying colonies must register on The Entente’s forums.
Section 3. All applying colonies must have their Alliance set to “Celestial Entente.”
[edit] III – ESTABLISHMENT OF RIGHTS
Article I. Every colony within The Entente holds the right to free speech. A forum of the people will be provided so that each colony may freely air its grievances, suggest improvements, propose legislation to be voted on by the Parliament, and generally speak its mind. However, the Lord and Secretaries retain the right to edit any posts made by members for the sake of clarity and organization, not censorship.
Article II. Any colony currently represented in The Entente has the right to secede at any time if it so wishes. However, it is necessary to submit a letter of resignation to the Secretary of the Interior and ensure that all outstanding debts to The Entente are paid or excused before departing. If the colony wishes to be readmitted into The Entente, the colony must provide its reasons for initially leaving. Parliament will then vote on whether or not to readmit the colony.
[edit] IV – EXECUTIVE
Article I. The Executive Branch of the Celestial Entente shall be led by the Lord of the Entente and comprised of the Lord and his aide, the Chancellor. The Lord is to be involved in all aspects of the game and all aspects of The Entente, with powers only limited where explicitly stated within the charter. The position of Lord is perpetual, only ending upon the wish of the Lord himself or by process of impeachment.
Article II. Appointed by the serving Lord of the Entente, the Chancellor shall serve as a personal aide to the Lord. Like any other member of Government, he is welcome to offer comments and opinions in any and all debates and discussions ongoing in Parliament. He also receives voting privileges on legislative matters. In the event of the impeachment or abdication of the current lord, the Chancellor, like the Secretaries, does not under any circumstance automatically shift into the position of Lord, without first receiving a unanimous vote of approval by the outgoing Lord, in the case of resignation, and the remainder of parliament.
Article III. Any legislation passed by Parliament must first be approved and signed by the Lord of the Entente before it can be executed. The Lord reserves the right to veto any piece of legislation for any reason at any time. A Lord’s veto can be overridden by the unanimous vote of Parliament.
Article IV. Should the Lord of the Entente abdicate or be removed from office, Parliament will select a new Lord to replace him/her. A candidate can only take office by the unanimous vote of Parliament.
Article V. If a nation in any leadership position fails to fulfill expectations, abuses his or her powers, or does not have the confidence of the Entente for any reason, a vote of Impeachment may be initiated. For an Impeachment Vote to carry forth, at least five general members and one Secretary must put forth the leader to be voted upon and the reasons for impeachment. An Impeachment Vote will take place among the general membership for no less than 48 hours and no more than 72 hours. A super-majority of four-fifths and a quorum of at least half the membership is required to remove an official from office. The Lord of the Entente may also be removed by the unanimous vote of Parliament.
[edit] V – LEGISLATIVE
Article I. Parliament, comprised of three appointed Secretaries, each representing a branch of The Entente, will vote to ratify or reject amendments, to make laws and policies, and to decide other matters relating to the good of The Entente and its member nations. All members of Parliament may only vote once in any given matter, and no vote will wield more power over any other vote. All legislative votes need a simple majority to be passed.
Article II. The Departments of Parliament shall be designated and filled as such:
Section 1. The Secretary of Defense is responsible for coordinating war efforts and educating Entente members on the practices of war. The Secretary of Defense acts as the Chair and Head of The Entente’s Army, and is responsible for gathering and organizing intelligence on the various alliances of Luna to ensure the security of the Entente.
Section 2. The Secretary of State is responsible for seeking diplomatic relations with LunarWars' wealth of alliances. The Secretary of State must keep track of all embassies both on The Entente’s forums as well as The Entente’s respective embassies on foreign alliance forums. The Secretary of State is also responsible for keeping track of and welcoming new Ambassadors and Diplomats to The Entente.
Section 3. The Secretary of the Interior is responsible for keeping Entente members informed, investigating violations of the Charter, admitting and recruiting new members, and ensuring each nation is running at optimal efficiency. This includes helping to manage trades, suggesting improvements, coordinating aid, as well as a host of other things. The Secretary of the Interior may discipline any nations found to be releasing private information to outside parties.
Article III. The Lord of the Entente will appoint members to the three Secretary positions. These members will serve for one month, at which process will begin anew. Nations chosen may serve consecutive terms.
Article VI. All Parliament members must sign in when they vote, declaring that they have voted but not specifying what they voted for. If any Parliament member misses two votes without excuse, that Parliament member will instantaneously be removed from his position and the Lord of the Entente will then choose a replacement.
Article VII. Any Secretary reserves the right to remove any member of his respective committee at any time, provided a reason is given. When this occurs, the Secretary will simply choose replacements.
[edit] VI – WAR
Article I. All Celestial Entente members are strongly encouraged to maintain an adequate military at all times. This military should not severely tax their income. It is also recommended that Celestial Entente members purchase nuclear weapons should they have the ability to do so.
Article II. The Celestial Entente is committed to avoiding war at all times. However, The Entente recognizes that sometimes war is necessary. All wars must be sanctioned by the Secretary of Defense or the Lord of the Entente, unless a member colony was attacked first. Failure to comply will result in disciplinary actions by the Secretary of the Interior. Official Declarations of War may be issued only by the Lord of the Entente and the Secretary of Defense.
Article III. The Secretary of Defense requires that all colonies be on standby at times of war. If a colony is specifically called upon by the Secretary of Defense to declare war or send aid, that colony is required to do so.
Article IV. During times of conflict, the Celestial Entente reserves the right to take enemy colonies as Prisoners of War (henceforth referred to as POWs). All colonies which have become POWs fall under the jurisdiction and protection of the Entente. The specific terms of surrender for POWs will be made public at the beginning of hostilities, and the Entente reserves the right to alter the terms of such agreements at any time deemed necessary. The Entente may appoint one member as 'Commandant of POWs' for the duration of any conflict to oversee the POW process. This commandant will set their alliance affiliation to appear as a POW of the Entente yet remain a full member of the Entente with the ability to participate in further military actions. Should a POW participate in any action against the Entente, or violate specific terms of their surrender before their release, they will be considered a 'permanent enemy' of the Entente, and this may be considered casus belli for further actions against this colony, at any time, regardless of alliance affiliation or status.
Article V. Espionage against The Entente is grounds for immediate and never-ending attacks upon the colony involved. If that colony has been sponsored by an alliance, the Lord of the Entente and the Secretary of Defense will decide if further action is necessary.
Article VI. Raiding of Entente colonies is grounds for immediate and never-ending attacks upon the colony involved, regardless of alliance affiliation.
Article VII. The Entente condemns and shuns the use of nuclear first-strikes in any military conflict. However, The Entente reserves the sovereign right to launch nuclear weapons at its discretion, against opponents where the risk of being struck by nuclear weapons is exceptionally high. No nuclear weapon can be launched without the prior approval of the Secretary of Defense or Lord of the Entente. Failure to attain the explicit permission prior to launching will result in immediate expulsion, with the possibility of forcible reduction to zero housing.
Article VIII. The Entente will refrain from signing Non-Aggression Pacts with any alliance as they have been determined to be meaningless. The Entente is committed to non-aggression in principle and does not need a piece of paper to clarify that fact.
[edit] VII – AMENDMENT PROCESS
Article I. If a colony finds that the Charter of The Entente needs to be amended, it is to bring the correction to the attention of the Parliament. An amendment will then be written and presented to the Parliament to be voted on. The amendment must pass with a 4/5 majority in addition to a vote from the Lord of the Entente to be ratified.
[edit] History of the Celestial Entente
The Celestial Entente, originally called the Galactic Entente, was founded on March 31, 2007 by Ardus of Empyrion. Before the end of the first day, it was decided that the name of the group would be changed in order to break away from more common diction. Hailing from the CyberNations alliance, the "Viridian Entente", Celestia (as the alliance is affectionately referred to by members) grew at a rapid pace, reaching 50 members by the end of its third day. Most of the original members came directly from Viridia, establishing colonies and signing up to the new organization on the same day.
As the first Lord of the Celestial Entente, Ardus set out to ensure the secure establishment of the alliance, the formation of stable forums, and the appointment of an able first Parliament. However, his service as Lord was short lived and, due to concerns regarding CyberNations, he stepped down as Lord on April 4, 2007, nominating LuriaMiningCorp to replace him; LMC won the position by unanimous vote.
As of May,2007 Ardus performed a coup d'etat and removed the entire parliment due to their inactivity and created a new one with Lum as the Lord of the Entente, Snow Dan as Minister of Foreign Affairs, FoAmY99 as Minister of Internal Affairs, Farnsworth as Minister of Admissions and Zero as Minister of Defense
As of this date, the administration of Lum has been peaceful and progressive, establishing diplomatic ties with the numerous alliances of the moon while further tightening the organization of the Entente.
On June 3, 2007 The Celestial Entente and SWORD signed a Mutual Defense Pact. The following is a copy of that pact:
Preamble
In the spirit of camaraderie and vested interests, SWORD and the Celestial Entente (hereinafter known as the CE) pledge themselves to mutual defense of each other.
Article I - Sovereignty
Signatory alliances agree that this document, in any way, shape, or form, does not infringe upon the sovereignty of either SWORD or the CE.
Article II - Non-aggression
Both signatory alliances agree to commit themselves to a state of non-aggression with each other. Acts of aggression are herein given but not limited to: a state of war between member colonies from each signatory alliance, active intelligence gathering on the other signatory alliance, aiding a known enemy of the other signatory alliance, and so on and so forth. Both signatory alliances also commit to seek out a means of ending any such act with diplomacy.
Article III - Mutual Defense
In the event that an unprovoked attack is made upon either of the two signatory alliances, the other pledges to commit its forces to help defend the offended alliance.
Article IV - Treaty Cancellation
If either signatory alliance wishes to render this document null and void, seventy-two hours (3 days) of advance notice is required. The period for the notice of cancellation starts at the date and time that an official announcement is made regarding the cancellation on the official Lunar Wars forum.

[edit] First Lunar War
The Celestial Entente joined in the fighting after their ally Paradoxia was attacked by the Ageaten Empire. During the course of the fight, the Celestial Entente single handedly held off the far superior AgE as Paradoxia recovered from the massive blitzkreig that had been mounted upon them. With the First Lunar War ending in victory for OSNAP, the Celestial Entente, grew exponentially in Millitary Strength.
